The contacts info is in the workgroupShare.mbd file. If only one user is 
affected, the user most likely still has their data in the database, but is 
pointed to a new folder for some reason. Did the URL the user goes to to log in 
to webmail change? If so that might explain what the problem is. Certain 
versions of IMail 9.x incorrectly identified the full username in the contacts 
database. If you are not able to find the info in the old database, contact me 
off list, and I will help you track down the issue.
