SimpleDNS allows recursion for IP address ranges (your subnets) and specific IP addresses (your friend's static IP). It also allows several responses to recursion requests from non-authorized hosts, including responding with a "refused" error message, not responding at all (Len's suggestion and my setting), or responding with a specific A or MX record (porn -> disney.com suggestion).
I've used SimpleDNS for years and can definitely recommend it.
