Of course not -- but then they are not dumb anymore.  You might just as well 
import your text file into a separate LDAP database for performance!  Yep, 
performance debate is self-evidently over once you start talking about using a 
text file merely as a means of transport into a conceptual local database.  
Then the debate is merely one of convenience, and LDAP _without_ any kludgy 
export/imports wins on that front.

A fine, common design.  Now "just" [a] implement it in all MTAs, so it can be 
part of an independent debate (remember, we are not talking about any 
particular anti-spam solution here, but talking about lookup architectures 
without regard to vendor); and [b] implement it so well that it actually scales 
with a huge userbase in constant flux, so well as to compete with 
field-hardened and scaleable databases.
