We use a 3rd party device (Mailfoundry) to sort out 90%+ of all email before it hits our server. users get a daily report showing everything that was caught over the past 24 hours; allowing them to release anything they want that did get trapped.

this has the option of also not sending the report to the user, thereby allowing the server admin to review quarantine and release messages they want to to the end users.

Works well for us, as we place this control in the hands of each email user. we have about 4000 accounts running thru this system
