I have the same problem. We sometimes send mails to all of our students in one mail, that's over a THOUSAND recipients. Also we run a mailing list on our sever. Clearly I cannot use that directive. Besides that.... where is the added security in lowering the number of recipients per message? Spammers know not to use large batches, the number of recipients they use will probably be lower than what is configured on most servers.
