I hadn't seen this problem on a Mac using NS4.7 UNTIL someone tried 
changing their password from a Mac running Netscape 3.x. Actually 
I've had this happen to 3 people so far. I tried changing the 
password on one of those accounts from NS4.7 yesterday and it 
wouldn't let me--same error. I tried again today and it allowed me to 
change it. The other thing I've noticed is temp files with a .EXT 
extension in the main users directory.

I just received this from tech support:

IMail 6.03 will fix the problems in Web Messaging from Macs. We 
expect 6.03 by mid-March.

The .ext files are created during a password change by Web Messaging. 
I have not been able to link the file with the "Try after some time" 
message. You may safely delete .ext files.
