Agreed; For IMail it depends on where the message was initiated.  A message
coming in from outside would be rejected by SMTPD if the mailbox is full.
If a message is generated internally on the mail server by a automated
process, it would bounce.

There is a big difference between these two.

Accepting and then bouncing makes you a source of backscatter.

Rejecting it while the sending MTA is still on the line means its their
responsibility to do something with it.
