So, this is a common question. There are two theories at play that could resolve your Russian spam issue. 1) Set a rule in either your IMail Server or in Outlook to sniff headers to identify the Russian character set. (This is what I personally do.) 2) You can block all IPs coming from Russia. This is problematic for a couple of reasons. First, if a legitimate sender from Russia attempted to email you then they would be blocked. Second, we have not yet found a reliable list of Russian IPs (which is partly why these spammers have been so successful). There may be a DNS blacklist out there that targets foreign IP ranges that is reliable – but, to date, I have not seen one.
