In v4.07, User Manager provides User Properties which has separate check boxes saying
"POP3 Access Disabled" and "Allow Web Access", which would lead you to think that you
do have
independent control of these two functions. But unfortunately setting the "POP3
Access Disabled" will also disable Web Access.
This is either a misnomer or a bug, but in either case, I don't think it helps your
situation unless it was fixed in a later version..
