Maybe I'm missing something, but wouldn't the WebMessaging templates
work for you then? If you designate a Host admin, she can add/delete
users at will, up to whatever user limit you've specified for that
domain.
I don't think you should allow anyone but a host admin to delete
accounts... the risk:reward ratio just doesn't feel right to me.
