IMail Server v6+ has its own flavor of includes... you write a tag like:
<!--IMAIL.Include.stylesheet.cgi-->
...and the stylesheet.cgi file in the same directory will get included.
Keep in mind this only works one-level deep, and only on the "official"
core .html documents recognized by the IMail Web Service.
