Unfortunately, "Failed Invalid Function" doesn't give enough information to solve the problem effectively.  If that's the extent of the error message (not even a line number or function name), Microsoft is really to blame (very easy to do!).  To find the problem would require trial and error, blocking off certain parts of the code and what not.
 
As for button.cgi, that's the "action" part of a form, which means that when the form is submitted, it sends a request for a page called "button.cgi" (which IMail will handle on the server), so that shouldn't be the problem.

Failed Invalid Function.
One thing I did notice is it calles a procedure called button.cgi, this file does not exist in the template.... I am guessing that this could be the reason?
 
What is the full error message that you get?
The plain template does not work with IE3.x I still get invalid function when trying to reply.
