I think you're on a good track there becasue I did see a discussion where a
mail server could be set up where it accepted relayed mail and dropped it
(ie, didn't relay) rather than rejecting / bouncing it.
But just accepting the relayed mail, without relaying it, was enough for
the black hole boyz to decide that the mail server was open.
Whether someone could setup Imail, by itself (no other boxes), to
accept-and-drop relayed mail, I don't know.
