Usually when that is shown, it is because of the client
side... the user has entered all the recipients in the "BCC" (Blind Carbon Copy)
field, instead of the "to" or "cc" fields

don't think it actually has to do with multiple
recipients......

There are some mail servers that are doing that now and it really helps with those users that address these crazy e-mails to a lot of people. It's not done on the client side just the server side. It cuts down on the Spam that way.
