How are users added to this list? If only by email, the files should be OK,
but if you manipulate them, it is possible that one or more 'invalid'
characters, or an 'invalid' form for the line in the file, could cause the
list to stop before it gets to the end of the address list.

It is also possible to make the registry entry for 'Max recpients per
message' (see Manual and Appendix G) too low and if that same setting on the
list is higher, your list will not be able to send to all the recpients.
Whoops, that does not apply to a 4.06 server!!

Users.lst file should be one email address/line, terminated with <CRLF>. Any
extra spaces (or other characters) or 'blank' lines could cause trouble.
Users.txt should be email address within '<>', space, user_name (may contain
spaces), <CRLF> (NO Commas!). Check your file for this format and remove any
unexpected characters. Worst case, create new files (no cut/paste from
old!!!) that duplicate the orginal and use those, instead. Quick test,
rename the user.lst and user.txt files, create new ones with just a few
addresses and test. If that works, then you most likely have a problem with
one of the files.

PS, the people who get the email can be a clue to where in the file, your
problem may be. If the first 20 people get the email, then maybe the 21st
line is the problem.
