BBN "Was Present At the Creation", I think they were one of the original
contractors to DOD for DARPANET. I don't think California even existed

So, as was pointed out, these pioneers in Internet and early ip allocations
were passed out without any consideration of the possible, eventual
explosion 25 to 30 years later.
