Which items in Pref Mon are useful to turn on (other than %Processor and Mem
use...) and what should they generally be at for a given number of users...

Could you be a bit more specific?
- Processor usage of SMTP / POP / Web Mail ... (see Performance Monitor)
- Message count send / received to local / remote addresses (see IMail
Logfiles)
- Number of successful / unsuccessful user logins (see Imail Logfiles)
- other things?
