Most likely there dial-up providor is blocking port 25 (smtp).  Many ISPs
are doing it because they are sick of the [EMAIL PROTECTED] messages,
legal liabilities, and getting listed on the RBL, ORBS, etc...

Tell your client to use the dial-up ISPs mail server for outgoing mail.
