Sure this is possible, maybe even 'normal'! Depends on the client settings.
An attachment is an attachment, so the user should always have that, but how
an attachment is 'viewed' by the client, is set in the client. Web Messaging
can display some graphic attachments in the email message. Many clients are
set to 'display' text attachments. I've use a client (IMail) that can show
the raw encoded text of an attachment, in line with the message. It could
show the text of a .txt attachment, right in the message, too.
