Do you have anything that would automatically restart the services if they
stopped? If so, you have a "normal" problem and need to check the usual
suspects (spam, alias > 50 users, etc.).
If you don't have anything that would restart the services, then the
services continue to run. That would mean something very different -- that
IMail was running, but not responding. That's something that I haven't
heard of before (but of course could happen).

No, we do not have anything to restart the services, so apparently, your
second paragraph is probably correct.
Not much activity in the spool directory.
We've used WUG for several years and have never seen it report mail falsely,
and since this just started Saturday, I'm looking for other reasons.
I am removing the lines I added to the rules.ima and kill file and will
check the usual suspects (spam, alias > 50 users, etc.).
