This is definitely a security hole, and definitely not part of IMAP! If anyone
anywhere on the Internet can give you a new subfolder without your permission, it's a
serious security flaw.
IMail can NOT call this a "feature", unless it defaults to being turned OFF and is
user configurable. I'm pretty alarmed to hear that IMail has known about this for so
long and hasn't fixed it.
