That Class C has been administratively assigned by sprint to
"j.d.rush" but the delegation for the reverse zone is inexistant.

yes, the authority for the reverse zone of that Class C is somewhere
upstream from you, not yet delegated to your DNS so ask your upstream
to do it. Until then, you reverse zone files are strictly an
academinc exercise, nobody's gonna ask your DNS for their records.
