We did it for a customer who has since left us but as I understand it
was by creating separate virtual domains for each language.  The domains
have to be set up as usual.  I'm not sure if you could pool the users
though.  We did them as separate domains with separate user list.  With some
of the problems I read here about top level domains, I wonder if you
couldn't turn that to an option?
