There are 4 levels of admin for Imail:
1. Imail admin : godzilla permissions everywhere and for everything.
2. virtual host admin, full permissions for his virtual mail host,
including add users.
3. list admin, for all lists but only lists, on his virtual host
4. user self-admin, requires web access to be turned on for the user.
RTFM for nuances, but that's the big picture.
