Did you check your \WINNT\Temp folder? Clear this out and try it again.
There is a limit set somewhere in some Registry key that limits the size of
the Temp directory. Some third party installers like InstallShield look for
this and wont go forward until this directory is less full. Even if your
desgnated install directory or drive has nothing to do whatsoever with that
Temp directory.
