Not Sure if this will be of much help but historically, some ISPs used to
hack up IE and Outlook Express so that users not only got their custom
links, help menus and addresses, but also could not change some options,
such as their connections, home page,etc.  Sort of locked the customer in to
their service unless they completely reloaded the programs.  Not sure how
E-Machines are set up but hope this is of some help.
