Well, this explains some of the things we have been seeing on our server also.  I had 
a time this week when our dual pent seemed locked at around 60% for about 15 minutes.  
Finially it was so slow, we rebooted to get it cleaned up.

Hope this is fixed soon, it basically STOPS the server from processing any IIS stuff 
as well.
