Do it with a mailing list.
That may be a little on the high side, but I think there are people
here running bigger lists than that.

There will be a big crunch on your DNS as Imail tries to lookup 14K
addresses (if they aren't local to Imail). You may want to increase
the number of SMTP client processes so you get more of them picknig
up queued msgs for remote delivery. But more SMTP client processes
means more RAM for them to execute in.
