Maybe.

You may be able to simply delete those two files (or, rename them or back them up).  
However, given the underscore and tilde, it means that a process (likely smtp32.exe) 
has locked the file.  If it is locked, you may or may not be able to delete it -- and 
could in theory cause a problem of some sort (if, for example, it is connected to a 
remote machine trying to send some of the mail, and it goes to read a line of the 
file, but the file is gone).
