Hotmail tends to fail a lot.  Do messages *ever* get there?  If so, it's probably a 
problem on their end (@yahoo.com does this a lot, too).

If the mail is *never* getting there, it's because of this:

  X-RBL-WARNING: (relays.orbs.org) C&W Optus (australia). Continued
  spam webfarm havening. No response to complaints about these sites.

That whole Class B (198.142.xxx.xxx) is blocked by ORBS.  Not in their controversial 
"You've-got-an-open-relay-but-are't-a-spammer" database, but they have a separate 
"Spam Haven" database (see the last listing at http://www.orbs.org/hallofshame.html).  
It's possible that Hotmail is using this database (they use RBL, although I'm sure 
they wouldn't use the generic ORBS database to block mail).  However, with RBL, they 
do keep the mail in a separate folder; they don't simply block it.
