The best bandwidth mgt/shaping/monitoring/accounting for the money I
know of is www.etinc.com's bw-mgr running on FreeBSD or Linux. The
bw-mgr is free if you buy one of their HDLC WAN cards (say to build a
WAN router).

You can't find the entire doc for bw-mgr on-line and DL an fully
functional eval version that quits every hour, but is eternally
restartable. Comes with MRTG support.
