Interesting question! I think that is best determined by the list owner and
the users. Email in HTML, can contain the plain text portion, too. But here
in this list, many people (including me) don't want to get HTML for reasons
like, it tends to be much larger than plain text and it requires a client
that supports HTML, so not everyone can read it (if no plain text included).
So I guess I'd say, 2 lists would be the best solution. Users can decide
which they wish to sign up for (HTML or plain) and get only what they want.
A single list, would handle either/both, but users might not be happy with
that.
