I suggest
1. Write your own API and use a ODBC driver to hook into an external
database.
2. Write and read from it using sql statments.
3. Write your web page
4. Hook your backend into you API
5. And  your finished..

This is extremly simple.. I am in the process on doing this with a smallTalk
backend. Note though there are a few clean up issuses that have to be
preformed when removing a user from the database. i.e. Deleting the user dir
etc etc..
