up program alias?...I have it running on NT4.0

Does it only happen with SSL? If you can connect using HTTP, but not HTTPS,
then it's almost certainly a problem with SSL.
The SSL functionality seems to be a bit flaky, and on a machine that I was
working on, it would quit about once a week (regular HTTP connections would
continue to work, but the SSL connections wouldn't). I created a program
alias that would stop/restart the web messaging service, so I could just
send an E-mail that would fix it.
If it's a big problem, you can look into an SSL tunnelling program (such as
stunnel; I believe it is at http://www.stunnel.org ) that will answer a port
using SSL, and route it to another port. That way, you could have it answer
on port 443 and send the data to port 80. You can also use this trick for
SSL-based SMTP/POP3 transactions.
