they should send their only through the SMTP gateway of their access provider. In some 
ISP's, they must send this way, as the ISP blocks access to port 25 of all non-ISP

Safe from spam?  No, spam comes in through SMTP protocol.  

Whether users read their mail with POP3 or Web mail makes no diff to spam.
