Why is he complaining?

That is not correct.
The maximum number of SMTP processes is the maximum number of simultaneous SMTP
processes. Once the 30th one is finished, it is ready to take the next incoming
E-mail and deliver it. It doesn't have to wait the 30 minutes.
The 30 minutes applies to E-mail that can't be sent. If an E-mail can't be sent (for
example, if the remote mail server is down), then IMail will wait the 30 minutes.
If a user sends to 100 recipients, their mail client will likely send them in as few
packets as possible (about 4 separate E-mails). In that case, IMail will only use 4
SMTP processes to send those E-mails.
