It isn't the same thing. "name=" is used in the Content-Type MIME header, which is
from the original MIME protocol. "filename=" is used in the "Content-Disposition"
MIME header, which is from a later revision. "name=" should be somewhat more common
than "filename=", and will also catch all the "filename="'s.
