[IMail Forum] A list of all spammers?

Hi All.. I am not sure if this has been proposed before or not.  If Not - why Not? & if it is done could you point me to it!?   Can we create a list of all IP's that we experience to be spammers?  Perhaps we all can get rid of such abuses together.   I understand that Mail-abuse.org accepts reports and one can use their system but I think we may be able to create a local database that could be more cost effective.  I always use Sam Spade software to figure out what IP's are coming from where but perhaps together we can create a more comprehensive list ..   Any thoughts?   Regards, Kami
