You can't make an MX record just using Windows NT.
You need to either have your DNS hosted somewhere else (in which case you would make
the MX record through the web, or by contacting the host), or run your own DNS server.
If you run your own DNS server, there may be several methods for adding an MX record.
It will depend on the software you use. If you let us know the software you are
using, maybe someone here will be familiar with it.
