That means that IMail is not accepting mail addressed to @server.gov.ar.  You need to 
make sure that you have a host alias of server.gov.ar for mail.server.gov.ar.

That isn't a good idea.  That allows spammers to use your mail server for free, if 
they don't mind pretending to be a user of yours.  And they do not mind.

For anti-relaying, you want to use "Relay for Addresses" (and enter all the "safe" IP 
addresses).  Anyone not coming from one of the safe IP addresses can use SMTP AUTH.

That looks correct.  Have you stopped and re-started the SMTP service since making the
