It IS working. The "lastlog.in" file shows the date/time of the last POP3 access.
When people access their mail through the web, it isn't POP3, so the date/time of the
lastlog.in file stays the same (if the file exists).
Check the Knowledge Base for "lastlog", and the first result will explain that the
lastlog.in file is for POP3/IMAP access.
