Two thoughts come to mind.  Both are Microsoft issues.  The first is that you are 
running Exchange somewhere, that uses winmail.dat, but it looks like you've ruled that 
out.  

The other is an Internet Explorer bug that will play games with downloaded file names 
and extensions.  We have seen cases where it will add a ".txt"  extension to a file, 
or even change the extension.  I would recommend you try uploading/downloading with 
Netscape (assuming you are using IE) and see if that fixes it.  If so, you'll need to 
deal with Microsoft to fix the bug -- good luck!
