See Microsoft SDK for Active Directory Service Interface (ADSI).
Just out of curiousity, have you thought about scratching out the initial
version
using a VBScript component? Much easier to debug and test...

To the best of my knowledge you have to use fpadmdll.dll (NT 4.0 with FP2K),
or the command line executable version.
Unlike ADSI, which, given sufficient privileges,  can be run from any
machine, the Front Page Admin tools must be run on the machine to be
administered... Again, on NT 4.0 with FP2K. Well, anyway, given the time I
was willing to invest I didn't see any other way. If anyone out there knows
differently, I would be interested in hearing about it...
