Are you sure that is what you want? That means that your good customers have to pay
you, but you are allowing spammers to use your system to send out 100,000's of E-mails
for free.
If you use "Relay for addresses" (listing the "safe" IP addresses that your users
might come from), and use SMTP AUTH for people coming from other IP addresses, then
only people you want will be able to use your mail server.

That sounds like a different problem. What does the bounce message say? Is it from
IMail or Hotmail? You will also need to check the logs at the time the E-mail was
sent to find out exactly what happened.
