It's an attack where the intent isn't to "break in" to gain
control of your server but to deny others the use of the
service(s) on the server.
For example, the attacker starts setting up a session with
your server and then starts setting up another one, and
another one, and another one, etc.
Eventually your server will run out of some resource and
legitimate users will be denied.
