On the long running machine, it could have been SMTP32 processes not closing
and that can be seen using Task Manager. I'd say, with that number of users,
you probably should see only 1-5 at any particular time (unless you are
using List Servers, then there may be more). The processes should close once
mail is delivered, so it could also mean there is some message in the queue,
that is contributing to the trouble. If you see 30, then you do have a
problem that gives your symptoms.

On a new install, I would not expect this to happen. But if you brought all
the Queue files to the new machine, then the 'problem' might have traveled,
too!

A restart of the computer should 'clear' the problem, but maybe only for a
while, a few hours. If it does, then look at all the files in with the View
Queue tool and look for messages that have 'zero' Message size or no 'To'
information. If you find any, use the Remove button to get rid of them.
Restart again and things should be better.
