Sorry, can't do that. CSS files need to be served from a "real" webserver
(like IIS or Apache), because IMail's web messaging service doesn't serve
them with appropriate headers. Browsers, therefore, don't recognize them
as stylesheets.

It's easier to write them as an embedded stylesheet in an included file
(like "stylesheet.cgi"), then include it in the header of every webmail
template.
