William,  this is one way to handle this.
 
I have a list called everybody.  I have it set up with a password, and then any of the staff can create a notification type message and post it. Then the list contains a file called users.lst.  This is a  list of members of the particular list.  If you use a program like extract users, or the imail utilities (imu32) program, it will extract all of the users from the imail db, and make a text file that you can edit and remove some names if needed.  Just copy this output to the users.lst in the everybody folder, and you have a complete list of all domains and users to send to.  Then post a mesage to the everybody list.
