What are you using to send the E-mail?  The IMail "mailall" program can't send out 
HTML E-mail, and web messaging can't either.  If you are using something else, the 
method used to send HTML E-mail would depend on that software.

That won't work.  The problem is that the receiving mail client only knows that there 
is HTML in the E-mail if there is an HTML MIME segment.  That would get added by the 
mail program on your end.  As mentioned above, mailall.exe and web messaging can't 
handle HTML MIME segments, so you would need other software for that.
