Is there a way to do this without using PERL?

I am having real trouble figuring out the last login date. My server date
is 7/09/2001 when i login and the check my last login date i see 9/07/2001
for the date. I can see this is just flipped month and day that is correct
in some countries. The time of the login states 14:06:39 which is the
correct time of the login. Now the database whice stores this as a long
integer says the last login is 994701999. Does any one know how they make
this translation. Is there some generic calculation method to convert this.
I want to check it from an ASP page so I can delete or disable accounts.
